Meg Snead, former Acting Secretary of the Pennsylvania Department of Human Services, and former Secretary of Policy and Planning to Governor Tom Wolf, works at the intersection of government and the people it serves to identify solutions that ameliorate the impact of poverty, housing insecurity, mental and physical health challenges, and disparities based in race, circumstance, and income. Meg draws on more than 20 years of experience at almost every level in government and the nonprofit industry to develop tangible solutions to improve the lives of vulnerable people.
From announcing Pennsylvania’s opt into the Medicaid postpartum expansion period on her first day as DHS Secretary, to negotiating and securing the reaccreditation of the nation’s oldest historically black college, Cheyney University, as Policy Secretary, Meg brings deep policy expertise and a broad network of contracts to address some of the most pressing social challenges of our time. The cornerstone of Meg’s work is promoting policies to improve the lives of vulnerable people in all communities. Having had a front row seat to government perpetuating problems for which we already have solutions, Meg seeks to channel that experience to help improve the caring infrastructure that make our lives work.
A policy wonk at heart, Meg spent the last eight years working closely beside Governor Tom Wolf, including serving as his Policy Secretary during the COVID-19 pandemic. When he tapped Meg to be the Secretary of the PA Department of Human Services in 2021, Governor Wolf said, “Meg Snead is an exceptional public servant whose background includes extensive experience in policy development for Pennsylvania’s most vulnerable citizens. She has dedicated her career to ensuring individuals have necessary social determinants of health, like adequate access to housing and health care. Meg began her career in Pennsylvania with DHS where she was integral in managing strategic policy initiatives for the commonwealth’s medical assistance programs for both physical and behavioral health services. I look forward to the successes of the department to better the lives of Pennsylvanians with her leading the charge.” Meg led PA DHS as the Acting Secretary from April 2021-January 2023.
In February 2023, Meg founded MCS Strategies, a government relations and public policy consulting practice with the goal of bringing together health care systems and providers, as well as government and our elected officials, to foster collaboration, drive innovation, and scale programs that address the social determinants of health that prevent so many people from thriving.
Meg has a bachelor’s in government from the University of South Carolina and a master’s in political science from the University of Colorado. She is also active in her community, serving on the board of Montgomery County’s Continuum of Care, Your Way Home, since 2021 and was recently asked to join the Pennsylvania Doula Advisory Commission.
Considering themselves the most over-prepared, under-skilled outdoorsy family they know, Meg can usually be found outside with her husband and two girls or sneaking off to water a growing mountain of plants.
