MCS Strategies was founded in February 2023 by Meg Snead, former Acting Secretary of the Pennsylvania Department of Human Services and former Secretary of Policy and Planning to Governor Tom Wolf. MCS Strategies was founded on the principle that government has solutions to some of our greatest challenges but cannot turn those solutions into reality without help from someone who knows how government really works.
Meg has had a front-row seat to government perpetuating those challenges and launched MCS Strategies to build a bridge between government and the vulnerable people it serves to better our communities for everyone.
MCS Strategies is a certified Women's Business Enterprise (WBE) that offers highly specialized consulting to help human services and health care systems, professionals, and providers improve human lives and communities. We offer a diverse personalized platform and a comprehensive network of contacts to design solutions for you and your community.

I'm a former Acting Secretary for the Pennsylvania Department of Human Services (DHS) and previously served as Gov. Tom Wolf’s Secretary of Policy and Planning. Prior to joining the governor’s office, I was an executive policy specialist at the DHS, focusing on Medicaid, mental health, and substance use policy. My interests are in improving our health and human services fields with solutions that ameliorate the impact of poverty, housing insecurity, mental, and physical health challenges, and disparities based in race, circumstance, and income.
My background is in supportive housing, homelessness, human services and health care management, programming, and policy, management consulting, and executive leadership, having spent 8 years in state government and 10 years in the nonprofit industry. I have a bachelor’s in government from the University of South Carolina and a master’s in political science from the University of Colorado.
I am working to correct systemic barriers, invest in person-centered human service delivery, and to improve the caring infrastructure that gives us the freedom to do our jobs and provide for our families.
